Such a claim for a state is an inadequate abstraction that creates unrealistic expectations. Instead of believing that the state of prosperity is the result solely of their own efforts, citizens make a claim on the state, which they expect to take care of them and give them a good life.

Today’s United States face an important constitutional and political dilemma.
